Taotai Kung has submitted to me your views and I beg to express my gratification thereat.

In the matter of the Canton-Kowloon Railway, I have received in reply to my memorial to the Throne an Imperial dictate directing me to appoint delegates to meet and negotiate. I should be glad, accordingly, if you would inform H.M. Minister and also the Governor of Hongkong, and request that the representative of the Corporation come to Canton when I will delegate Messrs. Wei, Wen, and Kung, my foreign Secretaries, to meet you and the representative in a friendly conference.

As regards the loan agreement for the Shanhaikuan Railway, I have now received the Chinese text from Viceroy Yuan, and I avail myself of this opportunity to forward a copy to you (as requested).
